This flexible, but strong hooping is essential for hoop skirts and bustles for Victorian era clothing. It is two bands of spring steel encased in buckrum. It is lighter weight than the plastic coverd hooping, but it is NOT water proof. Approximately 1/2 inch wide. It is $2.00/yd.
