This flexible, but strong hooping is essential for hoop skirts and bustles for Victorian era clothing. �It is two bands of spring steel encased in plastic and is water proof. �Approximately 1/2 inch wide. This is the same hooping as H-0001, but is sold in a 13 yard bundle inorder to give you a price savings.
